Irtysh Region branch of Svyaztransneft, JSC, has commissioned a dispatching communication system for Transneft Western Siberia, JSC

Irtysh Region branch of Svyaztransneft (Omsk) has commissioned a modern digital dispatching communication system for Transneft Western Siberia. The new system allows providing qualitative and uninterrupted communication at all the levels of supervisory control, including videoconference between regional control centres (RCC) and district control centres (DCC).

The works were conducted from June 2017 as part of the technical upgrading and revamping programme for the communication network of Svyaztransneft. Four commutation servers, nine videoconference terminals for dispatchers of RCC and DCC were installed, 57 digital intercommunication systems were replaced at the supervisory control directorate of Transneft Western Siberia.

The new equipment allows using reserved data communication channels for building a system with expanded (up to 16 khz) voice transmission band. Besides, the system provides for a possibility to transfer video upon communication session. Specific speech processing algorithms, using protocols with low network loading, allow achieving clear sound in loud-speaking mode, which improves legibility and perception of command messages for dispatchers’ timely response to emergencies under noise conditions, as well as secures voice identification.

The digital operational dispatching communication system is based on the newest servers functioning using advanced technologies. To secure fault-tolerance of the dispatching communication system, a backup server is provided for, which doubles the whole network configuration and settings of subscribers’ dispatching devices. The constructed dispatching communication network has been designed taking into account the possibility of scaling.
The new dispatching communication system is meant for stable securing all industrial and technological facilities of Transneft Western Siberia with qualitative operational communication of dispatching personnel.
